Transportation Improvement Program

The TIP is a four-year program of regionally significant transportation projects. Projects programmed in the TIP are drawn either directly from specific project recommendations made in the Regional Transportation Plan (RTP) or are developed from a more general series of recommendations (e.g. preservation, maintenance, safety, etc.). The TIP represents an agency’s intent to implement a specific project and the anticipated flow of funds for that project. Regionally selected transportation projects are incorporated into the TIP along with other regionally significant projects selected for funding at the state or federal level.

The TIP is developed by RTC through a cooperative and coordinated process involving local jurisdictions, WSDOT, and C-TRAN. RTC is required by federal law to maintain a four-year TIP, that is updated at least every two years. As the MPO for the region, RTC selects and prioritizes projects programmed in the TIP.

The 2027-2030 TIP includes the programming of over $5.7 billion in major transportation projects within the Clark County region, including approximately $1.5 billion in federal transportation funding and $41.8 million in RTC Board-selected regional federal grants. Transportation investments include many state highway, city, and county streets; transit facilities; and bicycle and pedestrian projects.

The 2027-2030 Klickitat and Skamania County TIP has also been completed and is composed of regionally significant transportation projects to be implemented in the next four years. The 2027-2030 Klickitat and Skamania County Transportation Improvement Program includes 27 projects amounting to roughly $126 million within Skamania and Klickitat counties.

However, the projects included in the TIP are occasionally changed, and the searchable web database listed under Current Projects should be checked for current projects. The TIP becomes part of the Statewide Transportation Improvement Program (STIP) which is Washington States four-year, fiscally constrained prioritized multimodal transportation program of state, local, tribal, and public transportation projects. The STIP is a calendar year document and is developed on an annual basis with monthly updates from January through October.
