TIP Amendments
Occasionally, changes need to be made to the TIP following its adoption. Federal regulations permit changes to the TIP if the procedures for doing so are consistent with federal requirement. These changes will be handled as Corrections, Administrative Modifications, and TIP Amendments.
These processes differ in the action that is required. Corrections do not substantially change a project and can be handled administratively by RTC staff. Administrative modifications are generally changes to an existing project that can be approved by the RTC Executive Director. Amendments are substantial changes to a project that require action from the RTC Board of Directors. The Transportation Programming Guidebook describes what type of changes can be implemented under each of these three TIP amendment types and the approval process.
Amendment Process
To align with the schedule for RTAC, the Board of Directors, and WSDOT submission deadline, amendments and modifications must be submitted to RTC in certain windows to be processed as efficiently as possible. Administrative modifications typically take four to six weeks to process and amendments typically take eight to ten weeks.
Changes to the TIP can be submitted monthly between December and September, except in July because RTAC does not meet during that month and the Board of Directors does not meet the following month in August. Requests for administrative modifications and amendments to the TIP are due to RTC two weeks before the monthly RTAC meeting.
Administrative modifications are submitted to WSDOT the month they are approved by the RTC Executive Director and reviewed by RTAC. Amendments are submitted to WSDOT the month they are approved by the Board of Directors. Due dates for the administrative modification and amendment process are outlined below:
Corrections, administrative modifications, and amendments are all documented by RTC staff to ensure changes to the STIP are correctly made and the required process is followed. This information is then provided to WSDOT in order for the requested changes to be reviewed and approved. Information on administrative modifications and amendments to the 2026-2029 TIP are provided in the following table:
