RTC Seeks Public Comment on 2026 Human Services Transportation Plan
Vancouver, WA — August 31, 2026 — The Southwest Washington Regional Transportation Council (RTC) is seeking public comment on the draft 2026 Coordinated Public Transit–Human Services Transportation Plan (CPT-HSTP) for Clark, Skamania, and Klickitat counties.
The state- and federally-required plan identifies transportation needs and potential solutions for people who may have difficulty accessing transportation, including people with disabilities, older adults, people with lower incomes, youth, and residents of rural communities.
The formal public comment period will run from September 1 through October 1, 2026.
Coordinating Transportation Resources
The CPT-HSTP brings together public agencies, transportation and human service providers, organizations that distribute transportation funding, service users, and community members to identify transportation needs and coordinate available resources.
A coordinated planning process can help improve transportation access, reduce duplication of services, and promote cost-effective transportation solutions. The 2026 update includes data collection and analysis, community engagement, and prioritization of transportation projects and strategies.
Development of the plan began in February 2026 and has been coordinated through stakeholder groups in each county, as well as the Klickitat County Transportation Policy Committee, Skamania County Transportation Policy Committee, and Regional Transportation Advisory Committee in Clark County.
The draft plan is available on the RTC website:
