Stakeholders
The Regional ITS Architecture resulted from the consensus input of a diverse set of stakeholders, encompassing traffic, transit, public safety, and many other operating agencies at local, state, and national levels. It includes both public and private sectors and spans the organizations that manage, support, or are impacted by the surface transportation system, with particular focus on agencies that operate transportation systems in the region.

| Clark Regional Emergency Services Agency (CRESA) | CRESA is a regional public safety agency that provides 9–1–1 dispatch, technology services, emergency management and ambulance services; service area includes all 7 cities in Clark County as well as the unincorporated areas of the County. |
| C–TRAN | C–TRAN is the primary public transportation provider in Clark County, with local and BRT routes in Clark County, express commuter routes to downtown Portland, Limited routes with service to MAX light–rail, and a reservations–based paratransit service (C–VAN). |
| Federal Agencies | Includes federal security and emergency response agencies. |
| Joint Traffic Operations Partners | The Joint Traffic Operations Partners stakeholder group consists of WSDOT SWR, Clark County, City of Vancoiver, City of Camas, and other local traffic agency partners. It represents the owning stakeholder for future conceptual regional systems, including: integrated corridor management, regional connected vehicle data distribution systems, regional data lake, and regional traffic management center. |
| Local Care Organizations | Hospitals and other regional care organizations that may exchange information with emergency responders and emergency managent systems to better coordinate care services. |

| ODOT Region 1 | ODOT Region 1 Transportation Management and Operations Center (TMOC) is located in downtown Portland, Oregon and works closely with WSDOT to manage the bi–state travelers and transporataion operations for the Portland/Vancouver Metropolitian area. Region 1 also operates and maintains the drawbridge between Washington and Oregon. |
| Oregon Department of Transportation (ODOT) | Oregon Department of Transportation Headquarters is located in Salem, Oregon and provides traveler infomration services through TripCheck.org and 511. |
| Other 3rd–party information service providers | Third–party data and information service providers. Includes sources of transportation data for agencies (such as INRIX traffic flow data) as well as information disseminators (like Google). |

| Portland State University | Portland State University (PSU) is a public university located in downtown Portland, Oregon. PSU operates and maintains the data archiving (PORTAL) for multiple public agencies in the Portland Metropolitian area, including ODOT, City of Portland, Multnomah County, and WSDOT (Vancouver area). |
| Railroads | Railroads include BNSF, Union Pacific, and Amtrak. |
| Southwest Washington Regional Transportation Council (RTC) | The RTC is the Metropolitan Planning Organization for the Vancouver, WA area |
| Special Event Promoters | Sponsors of special events (e.g., Fairgrounds, sporting events, conventions, other public events) that may have knowledge of events that may impact travel. |
| TNC/Shared Use Transportation Providers | Transportation Network Companies (TNC) and other shared–use mobility service providers in the region |
| Transit App | Non–agency Information Service Providers (ISPs) that provide traveler information to users and may interface with agency systems to package and distribute traveler information services. |

| TriMet | TriMet is the primary public transit provider in the greater Portland Metro area. TriMet and C–TRAN share the electronic fare payment system, Hop Fastpass. |
| VAST | The Vancouver Area Smart Trek (VAST) Program is a coalition of public transportation agencies in the Vancouver Metropolitan area working together to plan, develop and implement an intelligent transportation system.
